Posvidka is a document that identifies a foreigner or a stateless person and confirms the legal grounds for temporary residence in Ukraine. Posvidka is issued for the period of study, which is determined by the order of the University on the establishment of periods of study for foreign students.
The procedure for registration, issuance, exchange, cancellation, transfer, withdrawal, return to the state, invalidation and destruction of a temporary residence permit is approved by the Cabinet of Ministers of Ukraine dated 25.04.2018 №322.
Foreigners who came to Ukraine for study and received a posvidka are considered to be legally present on the territory of Ukraine for the period of study. Posvidka is issued to foreigners and stateless persons who have reached 16 years of age.
Posvidka is made in the form of a card containing contactless electronic media.
Documents for the issuance of a posvidka (including instead of lost or stolen), its exchange are submitted personally by a foreigner or a stateless person to a state enterprise belonging to the management of the State Migration Service of Ukraine (SMS), or the territorial body of the SMS at the place of registration.
Documents for registration of the posvidka are submitted not later than 15 working days before the expiration of the established term of stay in Ukraine.
In case of occurrence of circumstances (events) in connection with which the posvidka is subject to exchange (except for the expiration of its validity), documents for its exchange are submitted within one month from the date of occurrence of such circumstances (events).
If the posvidka expires, the documents for its exchange may be submitted no later than 15 working days before the expiration date. In this case, the posvidka to be exchanged, after receiving the documents, is returned to the person and handed over to him upon receipt of a new posvidka.
Upon receipt of the posvidka, the foreigner is obliged to submit it to the Department of International Cooperation within three working days for registration of residence in Ukraine.
Citizens of countries with entry visas arrive in Ukraine with a type D visa obtained at a Ukrainian consulate abroad with the invitation of the University to study. Within five working days after arriving at the University, but not later than 30 days before the expiration of the visa, they are obliged to provide the Department of International Cooperation with a passport and documents required for a temporary residence permit in Ukraine.
In order to prepare a complete package of documents for the issuance of a posvidka, a foreigner or a stateless person who came to Ukraine for study purposes shall submit to the Department of International Cooperation of Polissia National University following documents:
The total cost of the service for obtaining a temporary residence permit in Ukraine consists of state duty, the cost of administrative services, administrative fees and the cost of the form. A temporary residence permit can be issued within 15 working days after submitting the documents to the Migration Service. The student receives a temporary residence permit in person.
In accordance with paragraph 7 of the Rules of registration of residence, approved by the Cabinet of Ministers of Ukraine dated 02.03.2016 № 207, registration of residence is carried out only at one address. If a person lives in two or more places, he registers the place of residence at one of these addresses of his choice. Official correspondence and official correspondence are served with the person at the address of the registered place of residence.
Citizens of visa-free countries can stay in Ukraine for up to 90 days in any 180-day period. That is, to calculate the allowed period of stay from the date of submission of documents is counted 180 days ago. A foreigner will not break the rules if he has been in Ukraine for no more than 90 days within this 180-day period. Such foreigners are obliged to provide the Department of International Cooperation with a passport and documents required to obtain a posvidka within five working days after arriving at the University, but not later than 30 days before the end of the established period of stay in Ukraine.
Foreign students are required to register their place of residence within 30 calendar days of deregistration and arrival at a new place of residence.
In case of violation by a foreign student of the procedure for issuing (issuing, exchanging) a posvidka and / or terminating the grounds for further legal stay in Ukraine, such a foreigner is expelled from the students of the university for violating migration legislation of Ukraine.
